A new single-family home in New York City is generally filed with the Department of Buildings as a New Building (NB) application. The submission is built around a coordinated construction-document set prepared by the appropriate Registered Design Professional, together with filing information, professional certifications, owner attestations, and supporting documents required by the particular property and scope of work. There is no single universal package that applies identically to every new house.
DOB NOW: Build requires a PDF of the plan set and a DPL1 document as part of the filing process. After the project information is entered, the system determines whether additional documents are required. The Permit Submission Has Several Layers

The fourth layer consists of property-specific supporting documents and outside-agency approvals. A particular house might require sewer certification from the Department of Environmental Protection, Landmarks Preservation Commission approval, pavement documentation, environmental information, or another agency's approval.
Finally, some documents and sign-offs belong to later phases of the project rather than the initial application. Permit issuance, inspections, amendments, project close-out, and the Certificate of Occupancy have their own requirements.
Separating these categories makes the process easier to understand. An owner does not necessarily need every document on the day the architect begins a DOB filing, but the project team needs to understand which requirements will affect design and which approvals will eventually be necessary.
The Architectural Plan Set Establishes the Building
The architectural plan set is the primary visual description of the proposed house. A well-developed permit set does considerably more than show room layouts. It communicates the building's dimensions, use of spaces, circulation, stairs, exterior openings, relationship to grade, envelope construction, and other information needed to understand how the project complies with applicable requirements.
The set will generally begin with sheets that establish the project and regulatory framework. These may identify the property, applicable codes, zoning district, construction information, drawing index, symbols, and other general information. From there, the drawings become progressively more specific.
Floor plans explain the horizontal organization of the house. Elevations explain its exterior and vertical composition. Sections cut through the building to show floor levels, stairs, roofs, foundations, and grade. Details enlarge important construction assemblies. These drawings need to agree with one another.
If the floor plan shows a window in one location but the elevation shows it somewhere else, the documents contain conflicting information. If a roof assembly becomes thicker during energy-code development, that change may affect building height and sections. If structural framing becomes deeper, it can affect ceiling heights or stair headroom.
Construction-document quality therefore depends heavily on coordination. The American Institute of Architects describes construction documents as a principal means of communicating how the design is to be realized in built form. For an owner, that means the permit set is also becoming the basis from which consultants, reviewers, contractors, and inspectors understand the proposed house.
A Current Survey Provides the Geometric Basis for the Site Design
Before the architect can reliably document the proposed house, the property itself needs to be understood. A survey can establish property boundaries, lot dimensions, existing improvements, and other physical information necessary to locate the proposed construction. Depending on the site and project phase, additional topographic, elevation, utility, easement, or other survey information may also be necessary.
This information feeds directly into the site plan. The site or plot plan can show the property boundaries, streets, proposed building footprint, existing conditions, required yards, entrances, driveways, paved areas, accessory structures, and other relevant site conditions. Its importance extends beyond drafting.
Suppose a house is being designed close to a required side yard. An inaccurate assumption about the property boundary can affect the building footprint. On a sloping property, inaccurate grade information can affect foundation design, building height, stairs, drainage, and the relationship between occupied floors and the exterior.
An old real estate plan or tax map should therefore not automatically be treated as a substitute for the survey information required by the design professional. The architect should determine what survey information is needed for the specific property and filing.
Zoning Documentation Explains What Can Be Built on the Lot
The permit set also needs to establish why the proposed house is allowed on the property. New York City's Zoning Resolution regulates development through requirements that can include use, floor area, yards, lot coverage, building height, setbacks, parking, street trees, and other conditions depending on the district and property.
The architectural submission may therefore include zoning calculations and diagrams demonstrating how the proposed design fits within the applicable regulations.
DOB maintains several document formats associated with this information. For example, its ZD1 Zoning Diagram is designed to graphically summarize proposed zoning bulk, yards, street plantings, site information, and vertical dimensions where required. For the owner, the names of these forms are less important than the underlying architectural issue. Zoning controls the amount and configuration of building that can be placed on the property. If the allowable floor area, required yard, lot coverage, or height is misunderstood, the problem can propagate through the entire drawing set. Zoning analysis should therefore be substantially resolved before the house reaches detailed permit documentation.
Floor Plans Need to Document a Buildable House
Conceptual plans primarily test organization and spatial relationships. Permit floor plans need to carry those ideas into a technically coordinated building.
They commonly identify room uses, walls, doors, windows, stairs, fixtures, equipment, floor levels, dimensions, and other relevant conditions. They also coordinate information that may originate with several disciplines.
A kitchen and bathroom establish plumbing requirements. Mechanical equipment requires physical space and service access. Structural walls, columns, and framing need to correspond with the architecture. Stairs require appropriate geometry and clearances. Exterior openings need to coordinate with elevations, structural openings, and envelope requirements.
This distinction becomes particularly important in custom residential design. Large open living areas, extensive glazing, double-height spaces, floating stairs, cantilevers, roof terraces, and other architectural features can have direct structural or technical consequences. The permit plans need to reconcile those ambitions with the systems that allow the house to be constructed.
An owner should therefore expect the floor plans to evolve as engineering and technical coordination progresses. That development is part of producing a credible construction-document set.
Elevations and Sections Establish the Building Vertically
Exterior elevations show the faces of the proposed house and commonly document floor levels, openings, roof configuration, exterior materials, grade relationships, and other visible conditions. Building sections cut vertically through the house. Together, these drawings explain conditions that cannot be fully understood through floor plans alone.
A section through a stair can demonstrate how floors, landings, and headroom relate. A section through the exterior wall and roof can show how floor-to-floor heights, ceiling zones, structure, insulation, and roof construction accumulate vertically. A section through a cellar can explain its relationship to exterior grade and the foundation.
These drawings can also expose conflicts that remain hidden in plan. A beam may interfere with a ceiling. Mechanical distribution may require additional space. A thicker roof assembly may affect the building's overall dimensions. Changing grade can affect entrances or lower levels. Resolving those relationships before filing is preferable to discovering them during agency review or construction.
Construction Details Explain How the Envelope and Assemblies Work
Plans and sections establish the building's organization. Construction details explain specific assemblies. A residential permit set may include details for exterior walls, foundations, roofs, parapets, windows, doors, stairs, guards, waterproofing, insulation, drainage, and other conditions relevant to the proposed construction. The complexity of the details should respond to the complexity of the house.
A relatively conventional framed residence and a custom house with large glass openings, masonry cladding, terraces, below-grade rooms, complicated roof forms, or extensive retaining conditions do not create the same documentation demands. Details are particularly important because multiple performance requirements often converge in a small portion of the building.
An exterior wall, for example, may need to accommodate structure, insulation, air and water control layers, interior finishes, exterior cladding, windows, flashing, and connections to the roof and foundation. These are physical dimensions, not abstract specifications. They can influence interior area, facade depth, window placement, and other architectural decisions.
Structural Documentation Must Agree With the Architecture
A new house also requires an appropriate structural design. Depending on the project and professional scope, a structural engineer may prepare a separate structural drawing package and calculations coordinated with the architect's documents.
The structural drawings can identify foundations, slabs, framing, bearing walls, columns, beams, connections, and other elements needed to support the building. This coordination should begin before the architectural set is considered complete.
If the architectural design proposes a large opening between a kitchen and living room, the structural system has to span it. If a corner of the house is extensively glazed, loads need another path to the foundation. A large cantilever or open stair may introduce additional structural requirements.
Foundation design can be equally consequential. Soil, groundwater, excavation, retaining conditions, and adjacent construction can affect the appropriate foundation strategy.
These decisions influence real architectural space. A deeper beam can reduce ceiling clearance. A new column can affect furniture planning or circulation. Exterior condensers or other equipment need appropriate locations. Ducts and pipes should not be routed through structural elements simply because space was never reserved for them.
For an owner, this is one reason a permit-ready house can look different from an early conceptual plan. Technical coordination converts an architectural arrangement into a building that can actually be constructed and serviced.
Special and Progress Inspection Requirements Begin in the Documents

The applicant, property owner, and other applicable stakeholders provide electronic attestations. This dynamic process is important because it explains why a generic online list can never perfectly predict every document required for a new house. The building type may be the same, but the answers entered into DOB NOW may be different.
One house may involve a straightforward zoning lot. Another may involve a landmark property. Another may have unusual environmental conditions. Another may require a particular supporting approval. The final document list follows the actual project.
Professional Seals Establish Responsibility for the Work
New York State regulates who may prepare and take professional responsibility for architectural and engineering documents. State Education Department guidance says that, where applicable, construction documents submitted as part of a building-permit application must provide evidence that they were prepared by an appropriately licensed and registered architect or professional engineer.
For architectural documents required to be signed and sealed, the architect's seal identifies the architect and license number, and the documents are signed by the architect whose name appears on that seal. A generic house plan purchased online, a drawing prepared by an unlicensed party, or a conceptual plan from another jurisdiction does not automatically become a New York permit set. New York State professional guidance specifically discusses preprepared house plans as an example where a licensed professional may need to thoroughly review the documents, make them site-specific, and accept professional responsibility where legally appropriate. Sewer and Drainage Requirements Can Add a Separate DEP Submission
The DOB drawings do not resolve every approval required to build a new house. Sewer and drainage provide a clear example. NYC Department of Environmental Protection guidance states that a House Connection Proposal is used to obtain sewer certification for qualifying fee-simple one-, two-, or three-family homes. To qualify for that process, the property must have no commercial use, connect individually to an existing sewer fronting the property, and have no common drainage facilities.
Other developments use the Site Connection Proposal process. House and Site Connection Proposals are filed through DEP's Permit and Review Information System, known as PARIS. Sewer connection work itself also requires the appropriate DEP permits. This documentation is technically separate from the architectural floor plans, but it can influence the architecture.
Sewer elevation can affect lower levels. Drainage strategy can affect the site plan. Stormwater infrastructure can occupy portions of the property. Connection locations need to coordinate with foundations and building services. These issues should therefore be investigated before the permit drawings are treated as finished.
Landmark Status Can Require a Separate Architectural Approval
A property located within a designated historic district or designated as an individual landmark introduces another approval path. In those cases, exterior work can require review by the New York City Landmarks Preservation Commission.
For a new house, that review can affect facade composition, materials, windows, visible roof elements, mechanical equipment, and the building's relationship to its historic context. The important distinction for an owner is that zoning compliance and landmark approval answer different questions.
A building may fit within the zoning envelope while its exterior design still requires preservation review. Landmark status should therefore be established during early property research rather than discovered after the facade has been fully developed.

Permit issuance can depend on additional required items. Construction introduces inspections and, where necessary, amendments. Close-out requires the outstanding project requirements to be resolved before the new building can ultimately receive its Certificate of Occupancy.
Thinking in phases prevents a common misunderstanding: receiving approval on the architectural filing does not necessarily mean that every regulatory obligation associated with the house has been completed. The project team should maintain a clear record of which requirements belong to each stage.
What an Owner Should Give the Architect at the Beginning
Owners do not need to assemble the entire permit package themselves. They can, however, provide the architect with reliable information already available for the property.
Useful material can include an existing survey, deed or ownership information, prior architectural drawings, property records, title or easement information, available geotechnical or environmental reports, utility records, photographs, and previous agency correspondence. The architect can then determine what remains missing.
An old survey may need to be updated. A title document may reveal an easement affecting the site. Property research may reveal landmark status or another regulatory condition. Sewer information may need investigation. The proposed structure may justify geotechnical or structural analysis.
Not every document the owner provides will ultimately be submitted to DOB. Its value is that it helps the project team replace assumptions with verified information before those assumptions become embedded in the construction documents.
The Best Permit Set Is Developed From the Property Outward
