How to Plan a Mixed-Use Development: Housing, Retail, Parking, and Amenities

Planning a mixed-use development requires more than placing apartments above retail and adding parking somewhere behind or below the building. Housing, commercial space, parking, amenities, structure, circulation, building services, and public space have different spatial and operational requirements. The project succeeds when those requirements are coordinated early enough that the uses support one another without compromising residential privacy, commercial visibility, building efficiency, or the pedestrian environment.

That coordination begins with the development program. The amount and location of each use should respond to the site's zoning, surrounding neighborhood, market demand, access, transit, frontage, building depth, and development economics. Housing generally benefits from daylight, privacy, efficient floor plates, and predictable structural grids. Retail depends heavily on visibility, access, frontage, ceiling height, servicing, and pedestrian activity. Parking introduces ramps, drive aisles, structural requirements, ventilation, and curb cuts. Amenities require convenient residential access but should not consume disproportionate amounts of valuable floor area.

The strongest mixed-use plan therefore treats these uses as parts of one building system rather than separate programs stacked vertically. Research supports the broader planning value of this approach. The Urban Land Institute describes mixed-use development as the physical and functional integration of significant uses within a coherent, walkable environment. Its research emphasizes pedestrian connections, public space, retail, dining, housing, employment, and transportation as interrelated components rather than isolated real estate products. The architectural challenge is determining where each component belongs and how they meet.

Start With the Site and Market Before Dividing the Building Into Uses

A mixed-use program should emerge from the site's actual conditions. Zoning determines what uses are permitted, how much floor area can be constructed, where height and setbacks occur, and whether parking or other requirements apply. The market determines whether the resulting residential units and commercial spaces have plausible demand. Architecture connects those two conditions. That distinction matters because a legally permissible program is not necessarily a viable one.

A site may allow a substantial amount of commercial floor area, for example, without having the pedestrian traffic, visibility, demographics, loading access, or tenant demand necessary to support it. Conversely, a strong retail corridor may justify protecting valuable ground-floor frontage for commercial uses even where additional residential area might initially appear simpler to develop.

Current retail conditions illustrate the importance of location. CBRE's 2026 U.S. retail outlook describes a market in which available supply remains constrained, but performance varies substantially by format and location. Grocery, service-oriented retail, restaurants, and well-positioned centers remain active, while retailers are increasingly selective about individual sites. That selectivity has direct architectural consequences.

Commercial square footage should not be inserted simply because mixed-use zoning permits it. Retail needs to be located where people can see it, reach it, service it, and reasonably support it.

Residential planning begins with a different set of questions. Unit count, unit mix, daylight, views, privacy, circulation efficiency, outdoor space, and amenity expectations must be reconciled with the site's geometry and development objectives. National multifamily conditions have also continued to change. CBRE reported a U.S. multifamily vacancy rate of 4.8 percent in the first quarter of 2026 as demand improved and construction slowed, but national figures conceal substantial differences among local markets.

Programming should therefore begin with local market analysis rather than generic ratios. Before massing becomes fixed, the development team should understand what each use needs to succeed independently and then determine where genuine opportunities for integration exist.

Put Retail Where It Can Contribute to the Street

Ground-floor commercial space can help establish a relationship between a mixed-use building and its surrounding neighborhood, but only when the commercial plan works.

Retail typically benefits from visible storefronts, convenient entrances, adequate frontage, appropriate floor-to-floor height, flexible tenant bays, signage opportunities, loading access, utilities, and sufficient depth for the anticipated tenant types. These requirements can conflict with residential planning.

A residential lobby also wants prominent street frontage. Building service entrances need access. Parking may require a garage door. Utilities, fire protection equipment, stairs, and other building functions can compete for the same ground-floor perimeter. The resulting frontage should be designed deliberately.

If parking access, service doors, mechanical spaces, and blank walls occupy too much of the street, the development may technically contain mixed uses while producing little pedestrian activity. The ground floor should instead concentrate active uses along the most important pedestrian edges whenever site and code conditions permit.

This is particularly important because the relationship between land-use mix and transportation behavior is well established in planning research. Reid Ewing and Robert Cervero's meta-analysis of built-environment and travel studies examined how characteristics including density, diversity of uses, design, destination accessibility, and distance to transit relate to travel behavior. Their work provides a research basis for understanding mixed land use as part of a broader walkable urban structure rather than simply a building-programming technique.

Retail planning should also anticipate change. A commercial tenant that works today may not be the tenant occupying the space ten years from now. Structural bays, storefront modules, utility locations, ceiling heights, and service access can determine whether commercial areas can accommodate different tenants without substantial reconstruction. This makes flexibility valuable.

Rather than over-designing every ground-floor space around one hypothetical operator, a speculative development may benefit from commercial bays capable of subdivision or combination as leasing conditions evolve.

Residential Planning Should Protect Privacy While Maintaining Connection

Housing introduces a different rhythm to a mixed-use building. Residents enter and leave repeatedly, receive deliveries, use mail and package areas, access amenities, move bicycles, take elevators, dispose of waste, and expect a degree of privacy that commercial visitors do not.

Residential circulation should therefore remain legible and controlled even when it shares a building with highly public uses. This often begins with the entrance. A residential lobby should be easy to identify without necessarily occupying the building's entire primary frontage. Retail entrances should remain independently accessible. In larger developments, office, hotel, cultural, or institutional components may require additional lobbies and elevator systems. Those entrances can share an architectural language while remaining operationally distinct.

The International Building Code recognizes the technical implications of combining occupancies. Section 508 requires portions of buildings containing multiple occupancy groups to comply with applicable mixed-occupancy provisions, including requirements governing separated and nonseparated occupancies. Residential portions also carry specific separation requirements between dwelling units and adjoining occupancies.

The exact requirements depend on the adopted code and jurisdiction, but the planning implication is broader: mixed-use buildings need code strategy early because occupancy relationships can affect floor assemblies, walls, shafts, egress, structure, and mechanical systems.

New York zoning introduces another layer. In certain Special Mixed Use Districts, commercial or manufacturing uses in buildings containing residences are generally located below the lowest dwelling-unit story, subject to specified exceptions and environmental conditions. The architectural arrangement of uses therefore cannot be separated from regulatory analysis.

The Transition Between Retail and Housing Is a Critical Floor

One of the most consequential locations in a vertically mixed-use building is the point where the commercial base meets the residential floors above. Retail often prefers wide structural bays, tall ceilings, open interiors, large mechanical systems, and relatively few columns. Residential floors generally work more efficiently with smaller structural modules, repetitive partitions, stacked plumbing, and shallower planning dimensions.

Parking introduces another grid entirely. If all three systems are stacked without coordination, the building may require transfer structures or inefficient column arrangements. This is why structural planning should begin while the program is still being organized.

The development team should test whether the parking grid, retail grid, and residential grid can align. Where they cannot, the location and extent of structural transfers should be understood early rather than discovered during detailed design.

Vertical building services create similar problems. Residential kitchens and bathrooms benefit from repetitive plumbing stacks. Restaurants may require substantial exhaust and grease infrastructure. Retail tenants may require independent HVAC systems and utility connections. Parking requires ventilation or open-air strategies depending on configuration and code. These systems need paths through the building.

A restaurant exhaust duct that must pass through fifteen residential floors is fundamentally different from one that can reach an exterior wall or roof through a planned shaft. A retail mechanical room placed without considering residential units above can create noise and vibration concerns.

Mixed-use planning therefore depends heavily on sections, not only floor plans. The section reveals relationships between uses, structure, loading, mechanical systems, ceiling heights, shafts, outdoor spaces, and vertical circulation that may appear unrelated in plan.

Parking Should Be Planned as Infrastructure, Not as Leftover Space

Parking can exert disproportionate influence over a mixed-use development because its geometry is rigid. Vehicle dimensions, drive aisles, turning movements, ramps, structural columns, accessible spaces, elevators, stairs, ventilation, and entrances all require space. Once a parking layout establishes the structural grid of a building, the uses above may inherit that geometry.

ULI has documented this problem in mixed-use projects, noting that parking placed directly beneath buildings can determine column and drive-aisle spacing for the uses above. The same research discusses alternatives in which parking structures are separated or integrated differently to allow housing, office, and retail components to use more appropriate structural systems. The first question should therefore be how much parking the project actually needs. That answer should not automatically come from adding the peak parking requirement of every use.

Housing, offices, restaurants, retail, entertainment, and other programs frequently generate demand at different times. Shared parking attempts to take advantage of those differences.

ULI's Shared Parking methodology is specifically intended for mixed-use and shopping-center developments. It evaluates how different land uses and their demand patterns can share a parking supply rather than assuming every use requires an independent inventory of spaces.

The concept can have substantial architectural consequences. If a residential population requires parking primarily overnight while another use peaks during the day, some spaces may potentially serve both populations, subject to local regulations, actual demand, access arrangements, security, and operating requirements. That can reduce redundant infrastructure.

It can also improve utilization. A garage designed separately around every theoretical peak may contain large areas of empty parking during much of the day.

Local regulation remains decisive. New York's zoning rules, for example, distinguish parking requirements according to location, use, and applicable zoning provisions, and City of Yes for Housing Opportunity significantly changed residential parking requirements in many transit-accessible areas. Parking assumptions should consequently be verified for the specific zoning lot rather than carried from one project to another.

Keep Parking From Controlling the Pedestrian Experience

Even when parking is necessary, its presence does not need to dominate the architecture. Garage doors, ramps, ventilation openings, curb cuts, and blank parking levels can weaken the same street environment that mixed-use development is intended to support.

Where feasible, parking entrances should be placed on less important frontages while primary pedestrian streets remain dedicated to lobbies, shops, restaurants, landscaping, and other active uses.

Structured parking can also be wrapped with occupiable space. ULI has documented mixed-use developments in which parking structures are placed inside blocks and surrounded by housing, retail, or office uses. This arrangement can conceal parking from major public edges while allowing the garage to remain centrally accessible. There are tradeoffs.

Wrapping a garage increases building depth and can complicate residential daylight. Underground parking protects the street environment but introduces excavation, waterproofing, ramps, ventilation, and structural costs. Above-grade parking is generally easier to construct but can consume valuable frontage and building volume.

The appropriate strategy depends on the site. Parking should therefore be evaluated simultaneously in plan, section, structure, and urban elevation rather than treated as an engineering problem after the building has been designed.

Amenities Should Support the Residential Experience Without Consuming the Best Space by Default

Amenities have become a significant part of multifamily development, but more amenity area does not automatically produce a stronger building. Fitness centers, lounges, coworking spaces, pools, roof terraces, courtyards, children's spaces, pet facilities, package rooms, bicycle storage, and other shared programs compete for floor area that might otherwise become residential units, retail, or building support space. Their location matters as much as their quantity.

A fitness center may work well on a lower floor without premium views. A residential lounge may benefit from direct access to a terrace. A rooftop amenity can take advantage of views that would otherwise be available only to a limited number of units. A courtyard can provide daylight, landscape, and shared outdoor space while also helping organize residential circulation.

VIA 57 West in Manhattan provides a useful architectural precedent. BIG's design concentrates a major landscaped courtyard at the center of a dense residential block while raising the northeast corner of the building to achieve greater density and preserve relationships to surrounding views.

The lesson is not that every mixed-use project needs a large courtyard. The relevant principle is that amenity space can participate in the building's massing, daylight strategy, circulation, and residential organization rather than functioning as leftover program. Amenity planning should also consider who actually uses each space and when.

A large lobby lounge that remains empty most of the day may provide less value than several smaller shared areas integrated with circulation and outdoor space. Conversely, dividing amenity programs excessively can increase staffing, maintenance, mechanical loads, and inefficient circulation. Owners should evaluate amenities according to their relationship to the target residential market, operating model, climate, site, and building configuration.

Public Space Can Connect the Uses Without Forcing Them Together

Some of the strongest mixed-use developments use public space as an organizing device. A plaza, courtyard, pedestrian passage, landscaped terrace, market hall, or internal street can provide a shared address for multiple programs while allowing each use to maintain its own entrance and operational identity. This can be especially effective in larger developments.

Essex Crossing on Manhattan's Lower East Side demonstrates this at an urban scale. SHoP's master plan coordinates approximately two million square feet of residential, retail, commercial, cultural, and community programming across multiple sites. The plan incorporates the Essex Market and a below-grade Market Line as major connective elements rather than treating the development as a collection of unrelated buildings.

Its scale and public development history make Essex Crossing different from a typical privately developed mixed-use building, so it should not be copied as a formula. What it demonstrates is the value of identifying a spatial element that can organize different uses and create continuity across a complex program.

ULI similarly emphasizes pedestrian connections, open space, retail, dining, and other public-facing programs as components that can activate mixed-use environments. The public realm therefore deserves the same early planning attention as the buildings themselves.

Loading, Deliveries, Waste, and Back-of-House Functions Need Their Own Plan

The visible parts of mixed-use development receive most of the design attention, but many operational conflicts occur behind them. Residents receive packages and move furniture. Retail tenants receive merchandise. Restaurants need food deliveries, waste removal, grease handling, and potentially separate exhaust systems. Building management needs access to mechanical rooms and service areas. These movements can overlap badly if they are not planned.

A single loading area may serve several uses efficiently, but only if scheduling, access, dimensions, security, and circulation allow it. In other cases, certain uses require dedicated service routes.

Waste deserves similar attention. Residential refuse, retail waste, restaurant waste, recycling, and bulk items have different storage and collection requirements. Locating these spaces late can consume valuable ground-floor frontage or produce undesirable routes through residential circulation. Mixed-use development therefore needs a service diagram alongside its public circulation diagram. The design team should understand how a resident enters the building, how a shopper reaches a store, how a delivery truck reaches a loading area, how restaurant waste leaves the property, and how maintenance staff reach equipment without unnecessary conflicts. Those routes should be tested before the ground floor becomes fixed.

Separate Circulation Where Necessary, Share It Where It Adds Value

Not every component of a mixed-use development should be shared. Separate residential and commercial entrances can improve privacy, security, wayfinding, and leasing identity. Dedicated elevator banks may be necessary where uses operate on different schedules or require different access controls. Other circulation can potentially be shared.

A parking garage might connect to several uses through a common elevator lobby before controlled access separates residents from commercial visitors. A public plaza can serve multiple entrances. A pedestrian passage can connect retail spaces while simultaneously creating a route through the site. The objective is not maximum separation or maximum integration. It is controlled overlap.

Areas that benefit from public activity should be connected. Areas requiring privacy, security, acoustic separation, or independent operation should remain distinct.

This distinction is one of the differences between a genuinely integrated mixed-use project and a building that simply contains several uses.

A 2024 review in Cities emphasizes that mixed-use development has been studied not only for benefits involving transportation, housing, services, and local economic activity, but also for potential externalities created by incompatible uses.

That tension is fundamental to the typology. Restaurants can provide convenient amenities while creating noise and exhaust. Retail can animate a street while generating deliveries. Public plazas can provide gathering space while affecting residential privacy. Entertainment uses can create activity at precisely the hours when residents expect quiet. Architecture has to manage those relationships physically.

Use the Section to Coordinate the Entire Development

Mixed-use buildings should be designed in section early. A useful section can reveal the parking levels, commercial base, residential lobby, amenity floors, residential floors, terraces, mechanical spaces, roof, structural transitions, elevator zones, loading areas, and major shafts at once. That makes conflicts visible.

The development team can identify whether parking ramps consume critical retail frontage, whether residential elevators connect logically to parking, whether amenities have access to outdoor space, whether retail exhaust has a viable route, and whether structural transfers occur in reasonable locations.

Sectional studies are particularly valuable when the building changes floor-plate type vertically. Retail may occupy nearly the entire lot at the base. Parking may require broad rectangular plates. Housing may need narrower floor depths or courtyards for daylight. Upper floors may step back because of zoning or because terraces and premium units are introduced. These changes should be understood as one vertical system.

Phasing Can Determine Whether a Large Mixed-Use Plan Is Feasible

Large mixed-use developments are rarely built in an economic vacuum. Housing, retail, office, hospitality, and entertainment markets can move differently. Financing requirements vary by use. Infrastructure may need to be constructed before later phases become possible. A master plan should therefore consider what happens if the entire development is not built simultaneously.

CBRE's development-strategy research emphasizes long-term demand forecasting, positioning, phasing, and implementation when planning large mixed-use and master-planned developments. Architecture can support that flexibility.

Buildings can be organized so that early phases establish streets, public spaces, infrastructure, or residential populations that help support later commercial development. Parking can sometimes be consolidated rather than duplicated. Utility infrastructure can anticipate later buildings without requiring completed phases to be extensively reconstructed. Phasing should not leave the first residents living inside an unfinished development indefinitely, however. Each stage should function as a coherent place. That means entrances, pedestrian routes, servicing, landscape, parking, and essential amenities need workable interim conditions as well as a convincing final plan.

Mixed-Use Development Depends on Relationships Between Uses

The central challenge of mixed-use development is not determining whether housing, retail, parking, and amenities can fit on the same site. In many cases they can. The harder problem is determining how each use changes the requirements of the others.

Retail affects the ground floor and servicing strategy. Parking affects structure and circulation. Housing affects daylight, privacy, plumbing, and vertical circulation. Amenities affect rentable or saleable area and building operations. Mechanical systems require shafts through several programs. Zoning determines which relationships are permissible. Public space determines how the development connects to its surroundings. A successful plan resolves these relationships before they become expensive conflicts.

For an owner or developer, the most consequential early work is therefore not selecting finishes or deciding what an amenity lounge looks like. It is establishing the program, testing the zoning envelope, understanding market demand, organizing the section, coordinating structure and parking, protecting valuable frontage, and determining which spaces should be shared and which should remain independent.

When those decisions are made together, mixed use can create a development in which housing supports retail activity, commercial uses contribute to the street, amenities strengthen residential life, parking supports the program without controlling it, and public space connects the project to the neighborhood.
